Supported by parent fees and university funds, the center came a unit of the University of Oregon in 2018. Dr. Paul Olum, University of Oregon president emeritus, contributed substantially to the first building phase of the center which is named in honor of his wife, Dr. Vivian Olum, associate professor of counseling psychology.
